1dollar-hosting has created a special coupon for Cheapest Web Hosting Providers: CWHP01. Using this coupon their $12/year and other plans are even $2 cheaper!
MaxterHost is also offering a limited time discount celebrating their birthday! The coupon is HappyBirthday. I searched a little about their hosting services and I must say they seem to be pretty good at this. They offer a wide range of plans including semi-dedicated, dedicated and clustered hosting.
ProficientHost with coupon code MONTHONE and FutureHosting with coupon code 95off have a great discount for their first month too.
